Ministry of External Affairs’ Conference Clearance System has helped automating the approval process clearing about 22800 foreign delegates sincebits launchbin March 2025.
Minister of State for External Affairs, Kirti Vardhan Singh, in a reply in the Rajya Sabha regarding questions related to the Conference Clearance System (CCS) said that the portal was launched with the objective of making the process of granting political clearance to foreign nationals participating in conferences, seminars, workshops, sports events, and other programmes organized by government or private entities in India simpler, more transparent, and time-bound.
Singh stated that this digital platform is in line with the broader objectives of the ‘Digital India’ initiative and has been effective in significantly reducing processing time compared to the previous system. Organizers can obtain all information related to the status of their applications through the portal. Additionally, using the interactive dashboard available on the platform, the Ministry can quickly obtain any additional or incomplete information as required.
The Minister further informed that following the implementation of the new system, the average processing time has been reduced by approximately 5-6 working days. Generally, political clearance is granted within 3 to 5 working days, although the actual duration depends on factors such as the number of invited delegates and the diversity of their countries. The system also provides for partial clearance, under which each foreign delegate is granted individual clearance as soon as the required details are received.
The Minister of State also informed the House that as of 30 January 2026, a total of 4,809 applications had been received on the Conference Clearance portal. Of these, 3,883 applications were granted full clearance, 407 received partial clearance, 141 applications were withdrawn, and political clearance was not granted in 100 cases. Since March 2025, a total of 22,857 foreign delegates have been granted political clearance.
